Hong Kong Community Care Fund News Low-income new arrivals to get $10k 21 Sept 2020

The Community Care Fund (CCF) today announced it will launch the One-off Allowance for New Arrivals from Low-income Families Programme on September 27 to provide $10,000 for each eligible new arrival from low-income families.

Community Care Fund Task Force Chairperson Dr Law Chi-kwong told a press briefing this afternoon that the fund has set aside around $2.13 billion to implement the programme which is expected to benefit about 203,000 people.

“They are also residents of Hong Kong and they are bona fide Hong Kong residents. How are we going to help them? The Community Care Fund is a suitable vehicle for providing this kind of assistance.”

To be eligible, applicants should be aged 18 or above and have settled in Hong Kong for less than seven years as at March 31, 2021.

They should have passed the family or household-based means test establishing eligibility for assistance under one of the specified assistance schemes including the Comprehensive Social Security Assistance (CSSA) Scheme, Old Age Living Allowance, the Working Family Allowance Scheme, student financial assistance schemes and the Hospital Authority medical fee waiving mechanism.

Those whose average monthly household income in the past three months does not exceed the specified income limit can also apply.

Dr Law said: “Because it is the Community Care Fund, we have to target those who are relatively financially needy. So the eligibility criteria requires this kind of means test, such as they are already within our welfare system or they can prove themselves to be earning a certain amount (below) - as required - the income limit.

“I guess in every community we have to consider, particularly in this difficult time, how to assist everybody who is a bona fide resident of Hong Kong and I think it is truly justified, since the permanent residents can obtain the $10,000. New arrivals who are relatively financially needy in this difficult time, I do think this $10,000 would definitely help them.”

The programme is administered by the fund's task force under the Commission on Poverty. The task force has engaged Bank of China (Hong Kong) Limited (BOCHK) as the agent bank responsible for accepting and carrying out initial checking of applications and disbursement of the allowance.

The CCF Secretariat is providing administrative support.

Dr Law pointed out that since the programme will be handled through the CCF, the criteria will be slightly different to the Cash Payout Scheme for permanent residents that was launched earlier.

“To use the Community Care fund for any programme, one of the important criteria is whether the one (who) is applying for the programme has some sort of economic or financial need.

“And within the Hong Kong Government’s policies for most of these benefit or welfare programmes, we base (it) on family for doing any kind of assessment.

“The reason we use this is firstly, it is more convenient and secondly, it is fairer - convenient in a sense because most of the welfare or benefit programmes are based on family assessment. So they are already assessed based on family, like the Comprehensive Social Security Assistance (CSSA) Scheme, the Working Family Allowance, the student finance for various places of schooling - they are all based on family income.”

The programme will be open for applications in stages from September 27 to December 31.

Applicants can submit online applications through the BOCHK website or make paper-form applications. They can choose to receive the allowance by way of bank transfer or an order cheque.

Application forms and guidance notes are available at the CCF website and distribution at BOCHK branches, Home Affairs Enquiry Centres, District Social Welfare Offices and the Support Service Centres for Ethnic Minorities starting from tomorrow.

行政長官林鄭月娥表示，基於2019冠狀病毒病疫情嚴峻，為保障公眾健康，政府決定把原定於9月6日舉行的立法會換屆選舉押後一年，以免選舉期間因人群聚集而增加感染風險。

林鄭月娥今日在記者會上表示，四年一度的立法會換屆選舉規模很大，涉及70個議席，登記選民多達440萬名，投票當日於港九、新界設立615個投票站，34,000名選舉人員在投票站、中央點票站和媒體中心工作，有大量人群聚集和人際互動，構成極大感染風險。

她指，香港的情況較為特殊，不少登記選民身在內地，每次投票都樂意回港，也有香港居民正滯留於海外和內地，因邊境限制而無法回港行使投票權。

此外，現時本港群組聚集限制不能多於二人，已進入最緊水平，這會令選舉集會和探訪、設街站等慣常選舉活動無法舉行。

林鄭月娥說，香港選舉設立中央點票站，把屬於功能組別區議會（第二）的選票集齊才點票，中央點票站工作人員可達一萬人，還有媒體中心。

政府原安排該兩項設施置於亞洲國際博覽館，但因亞博館將轉型為臨時社區治療中心，無法按計劃設立中央點票站和媒體中心，而要另覓地方，涉及的安排和培訓為極大挑戰。

她指出，在選民登記冊中，71歲及以上長者達60萬名，而這次疫情對長者的影響最大，無論是感染、病發風險，以至死亡率，長者都比非長者高很多。她相信，長者未必樂於當日到票站投票，家人也不願讓長者外出。

她又提到，目前法例不容許立法會換屆選舉分開數天進行，也不容許選民境外投票，更不設電子投票、郵遞投票等安排。

林鄭月娥強調，押後舉行四年一度的立法會換屆選舉，是她過去七個月來最艱難的決定。但為遏止疫情、顧及公共安全和保障市民健康，並確保選舉在公開、公平下進行，此決定實為必須。

本港新增106宗2019冠狀病毒病確診個案，98宗屬本地個案，其中48宗與其他確診個案有關，50宗感染源頭未明。

衞生署衞生防護中心傳染病處主任張竹君今日在簡報會上表示，與早前個案相關的確診個案中，36人從家人或朋友聚餐感染，其他涉及其工作環境。

其中，堅城（梁氏）建築有限公司工作場地較大，該公司員工及員工家人均有確診個案。該公司有20多名員工，防護中心正安排沒有病徵者接受檢疫。

院舍方面，屯門康和護老院再有四人確診；大圍隆亨長者之家一名廚師確診；東華三院賽馬會健怡之家一名照顧員確診；禮頓道崇恩老人院分院一名工作人員初步確診。

此外，下葵涌中醫門診、雅蘭中心稻香、屯門富臨群組各增一宗確診個案，上水屠房兩名人員確診，粉嶺蓬瀛仙館一名工作人員確診。

輸入個案共八宗，七人來自菲律賓，包括三名海員、兩名外傭，另一患者為曾到過俄羅斯和德國的空中服務員。

The Centre for Health Protection today said it is investigating 38 additional cases of COVID-19, of which 30 cases are locally transmitted and eight are imported.

The centre said of the 30 local cases, 17 are linked to patients previously infected and 13 are cases with unknown sources of infection.

At a press briefing this afternoon, the centre’s Communicable Disease Branch Head Dr Chuang Shuk kwan said as the COVID-19 outbreak widens in the city, members of public should stay vigilant against the disease.

“I think that both the Government and the public may have to tighten up the measures to maintain social distancing and avoid going out as much as possible to try to curb the this epidemic."



Dr Chuang also urged Kowloon East residents exhibiting coronavirus symptoms to see a doctor immediately and ask for a COVID-19 test given many newly confirmed cases are linked to the area.



She said: “If any of the residents, especially those living in Kowloon East, if they develop any symptoms, please go see a doctor as soon as possible and ask for a (COVID-19) test.



“This is more important than waiting for us to send them (specimen) bottles for testing, because that would be more time consuming and also the yield would be very low.”



She also advised concerned residents to stay at home as much as possible and avoid social gatherings.


衞生防護中心表示，本港新增38宗2019冠狀病毒病確診個案，本地個案佔30宗，其中13宗源頭不明；另有20多宗初步確診個案。防護中心呼籲巿民防疫勿鬆懈，盡量減少外出和聚會。

防護中心傳染病處主任張竹君今日在簡報會上表示，本地個案中，17宗與早前個案有關。患者分別為一名德望學校中學生，其父母和家中外傭也確診；一名莎莎化妝品店沙田中心分店員工；保良局林文燦英文小學11歲女生；一名在北角雋妍教育中心補習的七歲男童。另有數名患者分別與佐敦新發茶餐廳和坪石邨彬記粥麵美食店群組有關，一宗個案患者曾於長沙灣創匯國際中心與早前確診患者聚餐。

13宗源頭不明個案中，一名患者居於荔景邨，他經常乘搭的士；一名患者居住屯門寶田邨，他7月1日曾到尖沙咀的酒吧。另包括一名駐守深圳灣管制站的署理高級入境事務助理員、兩對分別居於彩輝邨和彩虹邨的夫婦。其他患者分別居於深水埗南昌邨、慈雲山慈愛苑、慈正邨、觀塘順安邨、葵涌葵聯邨和藍田康華苑等。

輸入個案來自菲律賓、美國、印度和巴基斯坦，其中包括外傭、海員等。



至於初步確診個案，其中三人與港泰護老中心有關、兩人為上環聚點坊點心專門店的東主和點心師傅。其餘個案包括黃大仙鳳德邨百佳超級市場員工、九龍塘地產經紀、尖沙咀寶御酒店房間經理，以及石門智優教育中心一名補習導師。



張竹君表示，近期確診患者涉及各行各業，居於不同地區，部分個案跟食肆有關，觀乎目前疫情發展，情況有點失控，不易停止。



她說，若巿民態度鬆懈，確診個案或以幾何級數上升，出現大爆發。她呼籲市民盡量減少外出和聚會，或可拖慢病毒擴散速度。



對於多宗個案跟補習社有關，張竹君說，大部分補習社空間偏小，環境較擠迫，屬高危地方，建議家長考慮暫停安排子女到補習社。

Below are the instructions on how to sync the Wii Remote or Wii Remote Plus to the Wii console.

What to Do:

1. Press the Power button on the Wii console to turn it on.
2. Open the SD Card Slot cover on the front of the Wii console. If you are using a Wii mini, the sync button is located on the left hand side next to the battery compartment. The sync button is a darker shade of red than the console.
3. Remove the battery cover on the back of the Wii Remote or Wii Remote Plus to be synced.
4. Press and release the SYNC button just below the batteries on the Wii Remote; the Player LED on the front of the Wii Remote start to blink. While the lights are still blinking, quickly press and release the red SYNC button on the Wii console.
   
5. When the Player LED blinking stops and stays lit, the syncing is complete. The LED that is illuminated indicates the player number (1 through 4).
6. This sync procedure must be followed for each additional Wii Remote added to the system.

Connect a wireless Xbox controller

1. Turn on your console.
2. Press and hold the Guide button on the controller until it turns on.

3. Press and release the connect button on the console.

4. Wait 20 seconds, press and release the connect button on the controller.

5. The lights around the console's power button will stop flashing once the controller connects to the console.

On the Xbox 360 S console, when controllers are connected, they have one of four positions. Each position appears as a lighted section around the console power button and the controller Guide button.

Connect a wired Xbox controller

Plug the Xbox 360 Wired Controller into the USB ports on the front of the Xbox 360 console. To disconnect the controller, pull on the connector, not the cable.

Wireless controller troubleshooting

Solution 1: Replace the batteries

Insert a new set of AA alkaline batteries into the Xbox 360 Wireless Controller, and then try to turn it on.

Solution 2: Try a different battery pack

If you have another Xbox 360 Wireless Controller, take the battery pack from that controller and attach it to your controller. Then, try turning on your controller. If it works with the different battery pack, your original battery pack might be defective. If your controller is under warranty, you can order a replacement battery pack from Xbox Support. If your controller is out of warranty, you can buy a new battery pack from a retail store.
